
Area developer AM, together with the design team consisting of Karres en Brands, Wenink Holtkamp, and NAMO, has been selected by Reinier van Arkel for the transformation of the historic Zorgpark Voorburg into “Park Voorburg.” Park Voorburg will become an open residential landscape in which well-being takes center stage in every respect. The choice of this team follows a careful tendering process. Its integrated vision of living and healthcare aligns seamlessly with the previously presented development strategy. In addition, the team proposed a sustainable approach that builds on the green character of the area, including the use of industrial timber construction. The selection marks an important milestone for one of the most exceptional area developments in the region. The entire area will be developed in phases over the coming years, with the first transfer of land plots scheduled for the first quarter of 2028.

Existing care facilities will remain
On the 80-hectare estate, which has had a healthcare designation since 1885, AM will develop more than 900 homes in a green park landscape, where existing care services will remain in place. In addition, there will be space for social functions and small-scale amenities, and the green landscape will be further enhanced. Meeting, physical activity, and relaxation will be central to the design. Historic buildings will be restored to their former glory and given new uses for housing, healthcare, and community activities.
An inclusive neighborhood for all generations
Park Voorburg will become an open and connected neighborhood, in keeping with the scale and character of Vught. The program consists of a broad mix of housing types: approximately 30% social rental housing, 35% mid-range owner-occupied and rental housing, and 35% owner-occupied homes in the free market sector. In addition, the plan offers affordable homeownership through the KoopStart scheme and innovative housing concepts for both young people and seniors.

Sustainable and future-proof
The design builds on the natural characteristics of the area: the landscape on which the historic healthcare park originally emerged. The landscape structure will not only be preserved but also enhanced. The project focuses on climate adaptation, biodiversity, and biobased materials such as timber construction. Nothing is left to chance: streets and planting are designed to ensure optimal climate comfort.
A landscape in motion: Park Voorburg gains a new identity
Park Voorburg is undergoing a transformation in which it is not iconic buildings but the landscape itself that takes center stage. The strength of the current site lies in the generous green spaces between the various institutions. By activating and diversifying the estate and bringing its separate elements together, a single, recognizable identity emerges based around the theme of movement.

Modest architecture, enclosed gardens
The redevelopment of Park Voorburg introduces a “family of enclosed gardens.” The buildings form calm, architecturally restrained edges around green inner courtyards that invite social interaction and relaxation. They align with and enhance the gentle, campus-like atmosphere of Voorburg. Visitors enter these green worlds, full of color, diversity, and surprise through distinctive gateways.
Park Voorburg does not opt for a visual master plan, but for a quality-of-life plan in which the use of outdoor space guides the architecture, creating a vibrant, meaningful landscape that connects residents, visitors, and healthcare institutions.
Smart mobility
The area will be largely car-free. The ambition is to work with mobility hubs featuring collective parking facilities and shared mobility options for residents and visitors. This keeps the neighborhood quiet, safe, and green, while actively encouraging the choice for sustainable mobility. An open network of walking and cycling routes further reinforces this vision.

Next Step
In 2024, Reinier van Arkel reached a framework agreement with the municipality of Vught, followed by a shared development vision. This development vision formed the basis for the tendering process. Now that both parties have signed the agreement, AM will further elaborate the plans after obtaining the required approvals. This will be done in close collaboration with Reinier van Arkel and the municipality of Vught. Residents, local neighbors, and other stakeholders will be involved from the very beginning in the further planning, programming, and development of the area. In the next phase, there will be room for feedback and input to further strengthen the plan and ensure it aligns with local wishes and values.
